The traditional approach for most agencies when they require photography is to get online fast and look up a suitable(ish) image from one of the many stock photo libraries that exist.
There's nothing wrong with this approach per se; it allows a designer to deliver a solution without leaving his or her desk. There are some pitfalls however: anyone else can use the same image in what ever context they desire; you must pay the appropriate fee dependent on usage (then more you need it the more you'll pay); you must not reuse the image without further permission (and payment).
Depending on what you need, the cost of commisioning your own photography needn't be prohibitively expensive and all rights issues can be sorted out before you pay a penny.
Its also a frustration for many clients to be told when they need to reprint a leaflet or adapt some work to be shown online, that it won't be legally possible because the agency who creatived the work doesn't own the image rights.
