This document sets out the referral and admissions arrangements for the Authority's 3+ support services which are available to assist secondary schools and pupils who are experiencing emotional and/or behavioural difficulties. These are:

The Individual Teaching Support Service (ITSS) The Pendlebury Centre Pupil Referral Unit The Taxal Centre Pupil Referral Unit

These services operate at Stage 3+ of the Authority's Special Educational Needs staged procedures. They have a common purpose:- to support schools in maintaining successful mainstream placements and/or to reintegrate pupils to mainstream school after a period of education otherwise than at school.

To assist schools, and other referring agencies, a single referral system has been established to cover all three services. This system is also designed to improve co-ordination between the services and schools and present a cohesive pattern of provision to pupils and their carers. It will, in addition, provide the Authority with a more effective monitoring system-

Central to this common referral system is the EDUCATION SUPPORT PLUS (ESP) PANEL.
