The Grey Council was originally formed by Valen approximately 1000 years before the Earth-Minbari War and the Babylon Project. Since the beginning, all castes were treated equally in the Grey Council and three members of each caste were chosen as Satai - three warrior caste, three religious caste and three worker caste until Neroon was chosen (2259) to replace Delenn giving the Warrior Caste unprecedented power over the Grey Council. Valen prophesised that the Grey Council would be broken - and it was. Delenn broke the council (2260) and led out half of the council to aid Babylon 5 fight against the Ancient Enemy - the Shadows.

In 2261, after the Minbari Civil War, Delenn reformed the Grey Council with the Worker Caste in majority. The basis for this choice was due to the Worker Caste always providing the other castes with the things they needed - food, weapons, ships and various other things the Religious and Warrior castes had always taken for granted - Delenn felt that it was time the Worker caste had a say in matters. Five members of this caste were chosen, and only two from each of the Warrior and Religious Castes.

Delenn was offered the position in 2258 but declined - becoming the first Minbari to ever refuse leadership of the Grey Council.
