the 'problem' of the voluntary sector
the bulk of youth work is provided by voluntary groups who:

value their independence and identity

have their own agendas (which in the case of church groups often has a
profoundly different emphasis to government policy)

raise the bulk of their funding from their own activities - and are,
thus, not susceptible to
usual
policymakers' lever - money
-
have to be left largely to their own devices if social capital is to be
cultivated
