the 'problem' of the voluntary sector

the bulk of youth work is provided by voluntary groups who:

  • value their independence and identity

  • have their own agendas (which in the case of church groups often has a profoundly different emphasis to government policy)

  • raise the bulk of their funding from their own activities - and are, thus, not susceptible to cover: rose 'touching lives'usual policymakers' lever - money

  • have to be left largely to their own devices if social capital is to be cultivated
