There are five joining tests: economic cycle convergence, can the economy change, and the impacts on financial services, investment and jobs. If these are met, then Britain should join the Euro if it is a success.

 

Defence

Not mentioned but election manifesto ('97) says: "We commit ourselves to building close and strong co-operation in foreign policy and to enhancing Europe's capacity and means to prevent conflicts and to respond to security crises."

 

Reform of the EU

There should be a new structure for the commission, more accountability and a better decision-making process.

 

The Budget

Britain's rebate has been secured and the package negotiated in Berlin means no increase in potential tax burden.

 

Home Affairs

There is a commitment to increase crime control cooperation within Europe and improve the effectiveness and accountability of Europol.

 

Enlargement

Enlargement is not only right, but has the potential to make Europe the largest single competitive market in the world.

 

Fraud

There must be a revamp of the system of financial accountability, commission staff disciplinary systems and contract awarding processes.
