Dear Diary ... Problems over the weekend! Another resident of a bed-sitter has forgotten where the volume control is on the hi-fi. Either that, or it is the start of "Deafen Your Neighbours Week"! Reports came in that the "thumping music" was going on from mid-morning until 6 p.m. The problem is that some of the residents in the block have been filling out and returning (to the Housing Office) Council noise forms for over a year - yet nothing appears to them to be done as the noise - and other anti social behaviour - continues. And the TCC is told that complaints cannot be acted on unless a noise form has been sent in! What we did was to write (and deliver) a letter to the other nine residents in the block setting out the position. We even told them if they filled out the form, then if the Council did nothing, then the TCC would consider assisting residents in obtaining a noise abatement order, using the little-known Section 82 of the Environmental Protection Act (this is the section that allows anyone to apply to a court for a noise abatement order - Section 80 is the section normally used as it applies to Local Authorities). Clearly, residents - and four of them are in their 80s - are upset, with some of them considering to request a move! The situation cannot be tollerated any longer! Hopefully, we will get noise log sheets back ... and, naturally, we will pass them on to the Council! We won't be holding our breath for any action ... but we might well be seeking the advice of the Clerk to the Magistrates on how to get a case under Section 82 of the Environment Protection Act of 1990 into court quickly! An elderly resident of Clapham Court has vowed to never again take his early morning walk! This morning around 6.30, he walked to the bus station, as he has done daily for a long time. But unlike other mornings, he was approached by one of the vagrants who make the bus station their "home" who demanded a cigarette. When a cigarette was not handed over, the vagrant then attacked the Clapham Court resident. If that was not bad enough, the resident managed to get out of the bus station and spotted a police vehicle parked nearby. He said that the police in the vehicle told him to go to the Central Police Station in Bearland to report the matter. [Frankly we find this almost beyond belief, but the resident instists this is what happened.] He managed to get to the police station when the matter was reported, and a description of the attacker was given. The Bus Station area boasts closed circuit television cameras. Could it be that the cameras are not in the right place, or were the monitor screen having an "ad break"? The short break by one of our committee members is over. And the Cornish sun tan looks quite good! But no Cornish cream was brought back - shame! We were interested to learn that a local commerical radio station in the Duchy is boasting that it is the "Official Eclipse Radio Station". The mind boggles that the sun (the thing in the sky, not the day rag) has appointed Pirate FM as the official radio station. Presumably, the BBC does not get a look-in? The other interesting fact to come out of Cornwall was that on Saturday - one of the hottest days of the year - Great Western Trains (now run by a bus company, First Bus) had failed to provide fully-functioning coaches on the 11.40 am from Penzance to Paddington. All the standard class carriages and one of the two first class coaches had no air conditioning! That would not be so bad, but have you spotted a window that opens that would let air into where the passengers sit on today's "inter city" trains! So, our retuning holiday maker had to suffer for two hours to Exeter (even the buffet car was "missing") where the scheduled change was made ont a train run jointly by the nice Mr. Branson and the equally nice Mr. Souter - an airline and the "other" bus company, Stagecoach. Good to report that not only was the airconditioning working on Virgin Trains, but the buffet car was open for business! Oh, and did we mention that the train arrived in Gloucester about one minute early ... Just a quick reminder that we DO know about the problems with the guest book. The problem is being worked on, but we suspect that the snag is at TenZero, the company that provides the guestbook at no cost to us. Some of you are Emailing us instead - and thanks for the comments. We are told by TenZero that there is a massive problem and they are busy re-writing programmes (or should that be programs?). |
