Minutes Of The Meeting Held On Monday April 1, 1996 at Clapham Court

Present: Andrew Harley, Phil Mayo, Ray Jones, Fred Garrott, June Betteridge, Jackie Tonks, Paul Masters (Housing Department).

1. Apologies June Betteridge, Chris Boote Neighbourhood Team Manager GHS, Gareth Evans, John King-Grange.
2. Minutes Minutes of Meeting of Monday 4th March 1996 and Special Meeting: were agreed as a true record.
3. Matters Arising
  • Gil Shelley has resigned from the Tenants Federation.
  • Performance on the Grounds Maintenance contract now appears to be satisfactory.
  • Lighting column damaged by STWA: STWA HAVE inspected the damage and are to come back to rectify. There is still a problem at 36 Sherborne Street in the garden where there is an obsolete stop tap cover to be removed - PM to write to STWA (Mr Jemmett).
  • ‘no ball games’ signs apparently ordered by Fred Crowther for Columbia Close (between block no. 50 etc., and Alvin Street) never arrived. Paul Masters to arrange to re-order.
  • Lifts: Dave Sheldon is writing to Schindlers about their poor performance on the maintenance contract.
  • Wardens now have an ansaphone.
  • Clapham Court windows: Paul Masters to forward contract specification to TCC. The TCC wish to arrange a tenant’s meeting when a contractor has been appointed. Andrew Harley writing on behalf of TCC to European Commission to request information on possible European funding under energy efficiency schemes.
  • Lights: H6 still not working, Paul Masters to chase ECS, this light is situated by 27 Union Street.
  • 14 Columbia Close: still empty - Paul Masters to investigate.
  • Special Meeting Minutes: Disguised security camera/VCR costing £975.70 ordered and to be installed over laundry.
4. Election of Chairman, Vice Chairman and Treasurer Phil Mayo proposed that Andrew Harley continued as chairman. Seconded by Ray Jones. Andrew Harley was thanked for his continuing hard work. It was agreed that the Vice Chairman and Treasurer positions left vacant until the May meeting.
5. Communal TV aerial The TCC wished Paul Masters to go forward as proposed, i.e., to invite proposals from aerial specialists and to then tender on a design and build basis after selecting the preferred option from those submitted by the specialists. AH would like to meet with Julian Flinn at the start of the process. PM to write to Julian Flinn.
6. Caretaking Service Paul Masters advised that new cleaning rotas are being drawn up and will be discussed with the TCC. He also confirmed that Ray Watkins will remain at Kingsholm as the ‘static’ Estate Service Worker for the area.

TCC members expressed their reservations about the new service, particularly over the changing role from caretaker to ESW.

PM suggested that an explanation of the changing service could form part of the next GHS newsletter.

Andrew Harley expressed disappointment that John King-Grange could not come to the meeting. Paul Masters will see John King-Grange and request that he attends the next meeting.

7. Repairs appointments not being kept 23 Columbia Close, the tenant stayed home for 2 hours last Wednesday waiting for a sewerage problem to be repaired. GCS had promised to call after 1.00. Two previous appointments had also been broken. Andrew Harley hoped that the new day-to-day repairs contract would improve the situation. He said that he was unable to take part in the consultation concerning the new contract because the meetings were timetabled over lunchtime when he was unable to attend.
8. Laundry No key for laundry. Jackie Tonks will speak to Ray Watkins. If a key can’t be located, Paul Masters will arrange lock change. Andrew Harley said that the TCC were willing to hold a key and to lock up at night Andrew Harley asked Paul Masters to ensure that the money collected from the external laundry is counted and recorded separately from other moneys collected.
9. Ring Beams Contract Contractors had entered JB’s garden without permission and caused damage to flowers. PM to refer the incident to the Contract Surveyor.

Some concern was also expressed over the quality of the work being carried out.

10. Estate Improvements The TCC wished to know the progress on the improvements for 1995/6. Paul Masters circulated a report giving a breakdown of the improvements and progress to date
11. Any Other Business
  • Columbia Close - area needs re-seeding after Franklins contract to repair window cills - damage caused by Rutherfords skip. Paul Masters to write to Contracts section.
  • Graffiti in two areas: Clapham Court - on wall at far end of car park and at the end of 4-9 Sweetbriar Street. Paul Masters to refer to handypersons.
  • Pigeon culling - TCC wish Paul Masters to go ahead and order. Paul Masters said that longer-term solutions should be considered, e.g. tackling persistent pigeon feeders.
  • Rats - Environmental Health are dealing with the problem.
  • Abusive Tenants - Ray Jones has a problem neighbour but doesn’t know who it is. Paul Masters explained GHS’s neighbour nuisance procedure, and that the legal system does require complainants to come forward, keep logs and be prepared to appear in court. Ray Jones and Phil Mayo to let Paul Masters have specific details of problems which they wish to be investigated.
