This uses much the same technology as the Custom Labels production system. Except that it's less well documented. Have a look at the code if you like. If you really need a Standard Letters production system for Oracle® HR then e-mail me and I'll see what I can do about massaging the mess that's in the zip file into some sort of order.
All the stuff you need's there, it's just a matter of knowing what needs to go where. If you can work it out for yourself then fair play squire.
