Experiment to upload a Unicode text file prepared using the Microsoft WordPad program.

This file simply asks the question "Is it snowing?" in Esperanto.

The purpose is to include in this file two characters which do not have eight leading zeros when expressed as 16-bit Unicode characters.

Can this file be uploaded to the Cenelec database and then downloded as a Unicode text file?
