Suffolk Biological Records Centre Steering Group Terms of Reference

Purpose

  • To represent the views of the consortium members
  • To agree on the long-term aims and objectives
  • To oversee the strategic development of the Records Centre
  • To receive and approve a Business Plan
  • To review and approve working policies (e.g. access, charging, confidentiality)
  • To receive progress reports from the Centre Manager
  • To approve future funding arrangements (e.g. SLAs, piecework)
  • To approve annual spending plans
  • To streamline connections with other Biodiversity Initiatives in the County

Membership

All partners making a financial contribution to the SBRC plus other co-opted members as agreed by the group. Membership can be either corporate, with organisations providing a representative, or individual. Membership should not be restricted to those making a financial contribution.

  • Suffolk Coastal District Council, Babergh District Council, Mid-Suffolk District Council, Forest Heath District Council, Ipswich Borough Council, St Edmundsbury Borough Council, Waveney District Council
  • Natural England
  • Environment Agency
  • Suffolk Naturalists’ Society
  • Suffolk Wildlife Trust

The full group of no more than eight is made up of officers from SCC, NE, SWT and SNS plus a rotational post representing the Districts is set up to oversee the operational management of the Centre.

Meetings are twice yearly, the group elects a chair on an annual basis. The secretariat and accommodation for meetings are provided by SCC. Meetings are minuted and, where appropriate, action points are identified with the individuals or groups responsible shown. Day-to-day management of the Centre is delegated to the Biological Records Officer and his immediate Line Manager.
