the possible shape and direction of leisure-time provision for
young people
a new 'youth offer' will include the chance for 2 hours pw of sports outside school hours and
2 hours of
'purposeful, supported activities'
children's trusts will 'deliver' the 'offer' - but schools will be the
main site for a lot of the provision
a youth smart card introduced to pay for activities and as a
way
of gaining credits for voluntary work
local communities will gain more control over parks + community facilities,
and with encouragement to the private sector, the shape of
some provision will alter
much voluntary provision may well remain outside the 'offer'
because of the cost of including them
