Background

The text below is a direct quote taken from a reference from my Executive Manager, addressed to the Information Systems Planning Manager.

The following comments are based on objective observation of Matthew’s work in his capacity as a Business Specialist on Model Office and during the period in which he acted as Model Office Manager during Maureen Roberts’ absence.

Matthew has proved himself to be an enormous asset to Model Office and has been recognised as such both by the management on the Department, his colleagues on the Unit, and the users of Model Office’s services throughout the organisation.

I believe the Business Analyst position will require individuals who are accustomed to and skilled in dealing with change. Matthew has shown his abilities to embrace change throughout his period on Model Office. However, more importantly, he has been able to persuade his colleagues in other parts of the organisation of the benefits of changing methods of working, and to secure their commitment to the successful testing and implementation of new systems.

One of Matthew’s greatest assets is his ability to converse, with equal ease and effectiveness, with both users of systems and the technical staff on IS. This quality has been invaluable and he is used to great effect to elicit clear explanations of user requirements. This he does by effective use of questioning and he seems to have an innate ability to help users to understand the exact nature of their requirements. Equally, he has a highly logical approach to issues and he is therefore able to relate very easily to the disciplines operated by the technicians on IS.

His interpersonal skills are frequently used to train users of new and enhanced systems and he has introduced a number of new techniques in this regard.

He is a highly intelligent and creative individual. He has suggested a number of ways in which staff on the Compliance Unit can harness technology to increase the effectiveness of the Society’s Compliance operation. We have implemented successfully many of these ideas and we continue to use Matthew periodically in a consultative capacity.

Matthew has a considerable depth of technical knowledge of Royal Liver’s product range and its methods of administration and, most importantly, how the various computer systems interact with each other. This enables him to assist non-technical staff to understand the potential impacts of certain proposed developments.

During Maureen Roberts’ period of absence (approximately 9 months) in 1995, Matthew acted as Model Office Manager. For a large part of this time, work was carried out on the second phase of the Disclosure project and Matthew managed successfully the testing phase of an extremely complex project. Matthew discharged his duties during this period very professionally and effectively. He achieved a very difficult balance between managing the Unit and continuing to operate in the capacity of Business Specialist.
