According to the 1957 edition of 'Ribbons and Medals' by Taprell Dorling, the colours signify the following:

'The ribbon is flame coloured, with green edges and a narrow black stripe in each green edge. The colours symbolise the enemy attacks upon our green and pleasant land, and the black represents the black-out all over the country.'
