G8 Summit
All professional observers agree that the most interesting part of a G8 summit is the final official communique. The original drafts usually aim to state a clear and intelligent policy, but by the time all eight governments have insisted upon the changes they wish to make, the final draft is so meaningless that it defies belief.
For example, compare the following extracts from the first draft and final version of the official statement on two important events:
INDONESIA
First draft: All governments call upon the corrupt dictatorial President Suharto to resign and ask that the Indonesian Army helps bring about a peaceful transition to democracy.
Final version: All governments note with some concern the developments in Indonesia.
INDIA
First draft: All G8 governments unreservedly condemn India's five test explosions of nuclear weapons. This move will create further hostility and instability in the region and is of the gravest concern to all governments. They call upon India to immediately sign the Nuclear Non-Proliferation Treaty or face the imposition of economic sanctions.
Final version: All governments noted the developments in India.
