hypa can announce that we have been appointed by the British government to draw up a National Humour Action Plan, in which everyone will be given the 'opportunity' to join in laughter or face large tax increases for being miserable.
To begin with we aim to teach under-16 year olds the basis for good jokes via simple cartoons. If this is successful, the plan will be extended to include other groups, such as pensioners, who will be encouraged to stand on street corners telling jokes.
