It was revealed this week that the American government has agreed to swap the brains of several dozen of it's employees for Space Alien weather control technology.
It is not clear how this lovely technology works, but it is believed that the National Security Council decided that California and Florida were in danger of getting washed/blown away if they suffered any more freak weather. Therefore it was important for America to have this technology.
It is believed that the Space Aliens first requested the brain of a dead cat in return for their technology, but it now seems that the American's managed to negotiate a better deal for themselves.
