Yes, I suppose Apollo was ultimately responsible for what happened to Oedipus: but the curse only said he would kill his father: his parents took it upon themselves to expose their baby on Mount Cithaeron, for animals or birds to destroy him, and they must therefore be responsible for the injury he received when his ankles were pierced to stop him crawling off. It was not Apollo's fault that the baby was born (Laius got drunk, according to Euripides' Phoenissae), or that his parents failed to kill him.
