You may recall that in Episode 2 the Governor ordered the assassin (and part time spy) Deletious to infiltrate the Bit Village to gather information on the secret Noise Weapon.  Well he was last seen heading in the direction of the village heavily disguised as a Bit.  However, although it was a very good disguise nothing had been heard of him and the Governor felt it necessary to parade his troops in a show of strength and as a precaution against a possible sneak attack (episode 5)
